UK and France to Deploy Forces to the Country in the event that a Ceasefire Accord is Reached

The London and Paris have formalized a declaration of intent concerning the positioning of troops in the nation in the event a peace deal be made with Russia, the UK Prime Minister, Keir Starmer, has stated.

After talks with allied nations in the French capital, he said that the UK and France would "create operational bases throughout Ukraine and construct fortified facilities for arms and equipment" to discourage any potential attack.

The coalition members also suggested that the US would take the lead in verifying a halt in hostilities.

Moscow has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this recent declaration.

Background and Continuing War

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time occupies about 20% of Ukrainian territory.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented the British leader.

Top officials and senior officials from the "Partner Group" participated in the recent discussions.

Addressing reporters at a shared media briefing, the Prime Minister further said: "It creates the pathway for the operational parameters under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the time to come."

The UK prime minister added that London would take part in any US-led verification of a prospective ceasefire.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff said that "long-term safety pledges and robust economic promises are vital to a permanent resolution" in Ukraine – alluding to a key demand made by Ukraine.

He indicated the coalition had "substantially agreed on" their work on agreeing such assurances "to ensure the citizens of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, ex-President Donald Trump's representative, also took part in the talks.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's allies had made "considerable progress" at the negotiations.

He added that "robust" safety pledges for Kyiv had been agreed in the event of a prospective ceasefire.

President Volodymyr Zelensky stated that a "significant step forward" had been made in the negotiations, but cautioned that he would only deem efforts to be "adequate" if they led to the end of the fighting.

Earlier, the Ukrainian leader indicated a peace agreement was "largely prepared". Agreeing on the remaining 10% would "decide the future of the agreement, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of key disagreements for diplomats.
  • Moscow has repeatedly warned that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any middle ground over how to end the war.
  • Zelensky has to date ruled out ceding any land, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia does the same.

Russian forces currently holds approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The areas form the area of the Donbas.

The earlier US-led 28-point peace plan that was circulated to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This led to weeks of high-level discussions – with Ukraine, the US and European leaders trying to revise the document.

The previous month, Kyiv sent the US an revised 20-point plan – as well as additional documents outlining potential defense assurances and plans for Ukraine's rebuilding, the President added.
