The dense tropical forest and rust-red elevations of Lote, located on India’s western shoreline, give way to a small hill where a industrial facility stands under the open sky.

This industrial unit is almost brand new, but its equipment is not: it comes from the defunct Miteni plant in Vicenza, Italy. Miteni ceased operations in 2018 after among the most severe environmental scandals in the country’s recent history: after decades of producing persistent PFAS compounds, the firm’s leadership was brought to trial for contaminating water resources in an area inhabited by 350,000 residents. In June, previous company leaders were convicted at the Vicenza court of causing environmental pollution and additional offenses and sentenced to jail, which they are expected to appeal against.

Understanding PFAS: Toxicity Levels and Exposure Routes

And yet, the entire operational setup, its patents and methods – everything needed to manufacture forever chemicals – is now located at Lote Parshuram MIDC, a large industrial zone thousands of miles distant, sandwiched among local communities and groves of trees. And the plant has recently begun to resume PFAS production.

An Environmental Burden

Previously recognized for its specialism in developing processes for specialty compounds, Miteni is now notorious for the toxic legacy it left behind. In 2011, scientists found exceptionally elevated concentrations of Pfas in the facility’s effluent. Hundreds of thousands of residents had been exposed through potable water.

The most impacted were Miteni’s employees. Ilario Ermetti, 69, who was employed for years in its specialty chemicals division, displayed among the top levels of PFAS ever recorded in human blood. “After the facts emerged, I looked at a catalog of health issues related to Pfas, and discovered I had them all,” states Ermetti.

Elevated concentrations of Pfas in the bloodstream are linked to higher chances of malignancies, heart conditions, liver and kidney damage, fertility issues and more. Ermetti is presently recuperating from a recent surgical operation.

Community Concerns

Michela Piccoli, 51, a nurse and activist with Mamme No Pfas, started organizing after discovering her children’s blood indicated high levels of persistent pollutants. When she learned that Miteni’s patents and machinery were being sent to India, she was shocked.

“Being parents, as females, our anxiety has increased,” she said. “Since our kids are everyone’s children.”

Business Shift

Following Miteni’s insolvency, its holdings were acquired in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the only bidder in the public auction. By the start of 2023, all the equipment was being shipped heading to Mumbai. At the same time, Laxmi was boasting of its new acquisition to shareholders. Records of shareholders’ meetings indicate that Laxmi’s management minimized environmental concerns, with its president, Harshvardhan Goenka, declaring that Miteni was “operating lawfully in compliance with EU regulations”.

Goenka is one of the three men on the directorate of Laxmi Organic the Italian branch, a company established in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was found guilty of ecological offenses and false accounting at the June trial and given six years and four months in prison. According to a ex-supervisor speaking on condition of anonymity, Nardone was taking business trips to India prior to the company went bankrupt.

Although Laxmi purchased Miteni’s assets in June 2019, the ecological review for the construction of the plant in Lote shows that in March 2018 the company was already intending to start producing fluorinated compounds compatible with Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.

Strategic Expansion

By 2021, Laxmi’s plan explicitly spelled out the goal to “acquire the customer base of Miteni” and emerge as a top player in the manufacturing of PFAS and fluorochemicals. Logistics data show that, to secure validation on the quality of the compounds, in 2024 Laxmi started sending out samples to firms with previous commercial ties with Miteni, including BASF, Chemours, DuPont and FMC.

Since early 2025, Laxmi’s location in Lote Parshuram has been fully operational, producing chemicals that will be utilized for agrochemicals, pharmaceuticals, dyes, beauty products and additional goods.

Regulatory Context

Studies have shown that levels of forever chemicals in the ecosystem are alarmingly high, especially near manufacturing facilities. But although international attention is growing, in India the issue is not yet a policy priority.

“If we look at the regulations, [Pfas] is absent in such guidelines. It’s unacknowledged by the national authorities currently,” said Rajneesh Gautam, an environmental chemist at the academic institution. “Independent research groups across India have conducted studies in different states. But these studies are limited in scope, and there are still only a handful.”

Local Impact

Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram manufacturing zone “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fishing populations in this area totally deteriorated,” she said.

The industrial area is served by a shared effluent treatment facility that has been frequently criticized.

“Nearby communities have consistently reported that it’s malfunctioning,” said Dandekar. “During power outages, a common occurrence in the countryside, the facility fails to operate and factories release contaminated effluent straight into the waterways.” Environmental authorities have sent several warning letters to the plant in recent years.

Global Implications

In the EU, the regulatory agency is reviewing a plan to ban the production, importation and utilization of over ten thousand persistent compounds. This scrutiny may be pushing the sector to the developing nations, according to Claudia Marcolungo, a professor of environmental law at the University of Padua. “I believe that this matter should be examined, because the reality that Miteni’s operations, patents and equipment have been transferred to a nation like India should lead us to reflect, minimally, on the influence that these multinationals have to move in nations where there is clearly a race to the bottom in terms of ecological safeguards.”

Ongoing Risks

Miteni has closed down, but the company’s toxic legacy lives on – at the contaminated site in Vicenza, and in Lote. The health impacts associated with Pfas production are expected to impact communities that are facing an unsafe environment for generations.

“The area has experienced sufficient environmental destruction already,” says Dandekar. “If more dangerous companies establish presence, it’s always a risk.”
