Arrests Made in Connection to Enormous Unlawful Rubbish Dump

A pair of individuals have been arrested as a component of an inquiry into the dumping of several thousand of tonnes of rubbish in a open field in Oxfordshire.

Law enforcement stated that a 69-year-old was detained at a residence in Andover, Hampshire, while a 54-year-old was arrested in the town of Slough in connection with the massive mound of rubbish dumped near Kidlington.

These apprehensions follow a prior revelation which uncovered the existence of in excess of 500 unlawful dumps in the country of England, featuring at minimum 11 so-called "major sites" larger than 20,000 tons.

A representative for the regulatory agency commented that the arrests were for ecological and proceeds of crime offences and constituted a "key step" in ongoing probes. The apprehended men have been set free on bail.

Magnitude of the Issue

The tipping ground in the Kidlington area, positioned between the River Cherwell and the A34 road, is estimated to hold approximately 21,000 tons of waste in a heap which is up to 150m (490ft) long and 6m (20ft) in height.

This heap of garbage is made up of what looks to be processed household rubbish, fragmented plastic items, expanded polystyrene, automobile tires and assorted everyday articles.

It is just a single of 517 unlawful dumps across England, at minimum 11 of which hold in excess of 20,000 metric tons of garbage. Such sites encompass a 280,000-tonne site in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall county and a 36,000-tonne tip in the county of Kent.

The actual amount of such major dumps is likely to be greater, as the environmental agency has in the past stated it does not maintain data on tonnage for each unauthorized dump.

Most sites are in agricultural locations, often concealed, and on land that is zoned as arable property.

Organised Operations

Police report a significant number are managed by organized crime groups, who are making money by asking for significantly less than legitimate companies to take and bury waste.

Businesses have to be liable for gate fees to use legitimate waste facilities, contingent on the volume and type of material they are trying to discard, and a disposal levy is also applied at just over £126 per metric ton.

Public Frustration

Preparatory work to clear the Kidlington site commenced recently amid worries over the potential of fire and the impact that would have on the nearby highway.

A contracted waste clearance firm has been granted the contract to handle the site over the next 12 months at a price of £9.6m.

An enforcement manager for the national environmental crime division said that the body would be seeking to recoup the clean-up funds under proceeds of crime legislation from any individual convicted at the end of its active inquiry.

She noted that these detentions would help "drive the inquiry forward" and permit authorities to "follow more leads to understand precisely what occurred and who was a party to it".

"The illegal dump at the site was an atrocious and deliberate assault on our natural surroundings and the authorities understand the community's outrage at this terrible offence," she stated.

A cabinet representative praised the arrests, stating: "The unlawful tipping of garbage at this location is utterly appalling and has caused substantial damage to the ecology and anguish to the surrounding population.

"Our authorities is pledged to stamping out this kind of criminality throughout the country, by boosting financing to tackle illegal dumping, hiring more personnel and implementing stricter controls and penalties for those who break the regulations."

The detentions were carried out on a recent Thursday by officers from a specialist organised crime unit and follow an prior apprehension of a man in his thirties from the Guildford area in the autumn. He was released subject to further investigations.
